The "Civil Union" supports initiatives of local communities. With the participation of the organization, charitable social projects aimed at the development of the territory are being implemented. Civil Union is also one of the founders of the Partnership of Local Community Foundations of Russia and Neighboring Countries and serves as its press service.

The reason for the inclusion of the Civic Union in the "foreign agents" register was the presence of foreign funding for the foundation and the interpretation of the organization's activities as political. In 2016-2018, the foundation received foreign funding for the implementation of its current activities, as well as for travel expenses of its employees who participated in international conferences.
