According to the Russian Federation's prosecutor's office, the organization distributed several pamphlets on evaluating the effectiveness of funding NGOs in the North-Western Federal District, despite having no legal authority to do so because the distribution of such pamphlets 'influences the formation of political opinion'. In addition, The Ministry of Justice found that the 'Center for the Development of Non-Profit Organizations' had foreign sources of funding.
