The main areas of Agora's work are the protection of Russians, including civil activists, journalists, bloggers, as well as non-governmental organizations from illegal actions of state agencies. Until 2015 it was called 'Interregional Association of Human Rights Public Associations 'AGORA'. After its liquidation, Agora was named Agora International Human Rights Group, which currently operates without forming a legal entity.

'Agora' was recognised as a 'foreign agent' after an inspection by the Ministry of Justice, which revealed that the organisation was engaged in political activities and had foreign sources of funding. As an example of the influence on public opinion, the representatives of the Ministry of Justice cited a series of interviews of the head of Agora Pavel Chikov for Tatarstan media, as well as articles about the activities of the human rights organisation in a number of other media publications. In addition, the Ministry of Justice also considered the launch of Agora's legal school for lawyers and activists in 2014 as an attempt to shape the information agenda.
