The "European Platform for Democratic Elections" (EPDP) is a network of organizations dedicated to supporting election observation in the Eastern Partnership countries, the European Union and Russia. The EPAP first supported civilian observers during the 2013 elections in Armenia, Azerbaijan and Georgia, and then began working in Russia and Ukraine.
In 2020, after the "all-Russian vote" on amendments to the Constitution, the EVAP identified violations such as the involvement of "fake" international observers and the absence of an official international monitoring mission during the event.

The formal reason for recognizing The Center of Electoral Researches as an "undesirable" organization was a link, which showed that it is connected with "violation of the fundamental human rights and freedoms, as well as rights and freedoms of Russian citizens". Moreover, Ren-TV channel released an "investigation", in which they stated that the Center of Electoral researches, together with another organization, have interfered into the elections of the Russian president, acting through "The Voice", recognized as a foreign agent.
