The 'Center for the Development of Non-profit Organizations' was placed on the list of 'foreign agents' for engaging in political activities that were not permitted under the organization's charter. According to the Russian Federation's prosecutor's office, the organization distributed several pamphlets on evaluating the effectiveness of funding NGOs in the North-Western Federal District, despite having no legal authority to do so because the distribution of such pamphlets 'influences the formation of political opinion'. In addition, The Ministry of Justice found that the 'Center for the Development of Non-Profit Organizations' had foreign sources of funding.

Since 2012, such status can be obtained by non-profit organizations registered in Russia, and from 2020 unregistered public associations, which, according to the Russian government: a) receive foreign funding, b) participate in «political activity», which is understood as any public activity. Responsibilities: NPO-"foreign agents» are required to provide a report on their activities, audit reports, and data on the organization’s personnel. Administrative liability: mentioning an NGO-"foreign agent» and an unregistered public association-foreign agent on the Internet or in the media — a fine of up to 50 thousand rubles.
