The Atlantic Council has been operating since 1961 as a center for the study of international relations, designed to “maintain collective security and peace” in the Euro-Atlantic area.

The center's analysts make recommendations regarding US relations with European countries and with Russia. In particular, the organization's experts are in favor of strengthening sanctions against Russia and insist on the existence of a threat from Russia, including information. They also propose to create a "Coalition to Counter Disinformation" and a National Center to Counter Disinformation with the support of US government agencies to counter Russian propaganda.
